Shichen Fan, AICP is a Senior Regional Planner at the Fresno Council of Governments. With a background in public health, he brings over six years of experience in regional transportation and land use planning, demographic forecasting, and environmental justice analysis. He began his career at the Atlanta Regional Commission, where he focused on performance-based planning, equity analysis, and data visualization. He earned his AICP certification in 2022. He also holds a Master of Public Health in Environmental Health from Emory University and a Bachelor of Medicine from Fudan University.
